When the old City Hall burned to the ground in 1905, the city decided to build a new court house, concert hall, and campanile (clock tower). Construction began in 1910 and the magnificent buildings in the Classical-Revival style were completed in 1913. In 1918, when Ted was fourteen, former President Roosevelt came to the auditorium of the Municipal Group to issue medals to Scouts. Ted was to receive a medal, but Roosevelt ran out before reaching Ted. The boy was hurried off the stage. Ted remembered this embarrassing incident for the rest of his life.
